Rethinking private authority
Rethinking Private Authorityexamines the role of non-state actors in global environmental politics, arguing that a fuller understanding of their role requires a new way of conceptualizing private authority. Jessica Green identifies two distinct forms of private authority--one in which states delegate authority to private actors, and another in which entrepreneurial actors generate their own rules, persuading others to adopt them. Drawing on a wealth of empirical evidence spanning a century of environmental rule making, Green shows how the delegation of authority to private actors has played a small but consistent role in multilateral environmental agreements over the past fifty years, largely in the area of treaty implementation. This contrasts with entrepreneurial authority, where most private environmental rules have been created in the past two decades. Green traces how this dynamic and fast-growing form of private authority is becoming increasingly common in areas ranging from organic food to green building practices to sustainable tourism. She persuasively argues that the configuration of state preferences and the existing institutional landscape are paramount to explaining why private authority emerges and assumes the form that it does. In-depth cases on climate change provide evidence for her arguments. Navigating Environmental Attitudes
The environment, and how humans affect it, is more of a concern now than ever. We are constantly told that halting climate change requires raising awareness, changing attitudes, and finally altering behaviors among the general public—and doing it fast. New information, attitudes, and actions, it is conventionally assumed, will necessarily follow one from the other. However, this approach ignores much of what is known about attitudes in general and environmental attitudes in particular—a huge gap lies between what we say and what we do. Solving environmental problems requires a scientific understanding of public attitudes. Like rocks in a swollen river, attitudes often lie beneath the surface—hard to see, and even harder to move or change. This book helps us read the water and negotiate its hidden obstacles, explaining what attitudes are, how they change and influence behavior. Rather than trying to change attitudes, we need to design solutions and policies with attitudes in mind. Heberlein illustrates these points by tracing the attitudes of the well-known environmentalist Aldo Leopold, while tying social psychology to real-world behaviors throughout the book. Environmental decentralization, environmental protection investment, and green technology innovation
The reform of environmental management systems is key to improving environmental pollution treatment and green technology innovation. Based on panel data on 30 provincial administrative regions in China for 2008 to 2016, this paper analyzes the impacts of environmental decentralization and environmental protection investment on green technology innovation. It is first found that environmental decentralization promotes green technology innovation after inhibition. Similar effects are found for environmental administrative decentralization, environmental monitoring decentralization, and environmental supervision decentralization. Second, in the long run, environmental decentralization in developed and low-emission regions is more conducive to green technology innovation. Third, environmental pollution treatment investment has a significant inhibiting effect on green technology innovation under high levels of environmental decentralization, and the inhibiting effects of industrial pollution source treatment investment and “three simultaneous” construction project investments are particularly obvious. This paper explores green technology innovation as the goal of environmental decentralization, which is the driving force behind pollution control. From the perspective of environmental protection investment, the paper further analyzes the impact of environmental decentralization on green technology innovation. The study has important reference value for determining reasonable levels of environmental decentralization among different levels of governance and in formulating differentiated strategies of environmental decentralization.
